Why the Same Perfume Smells Different on Different People

The same fragrance smells different on different people because skin chemistry changes how quickly materials evaporate. Skin pH, natural oil production, hydration, body temperature and diet all affect it. The bottle is identical. What your skin does with it is not, and the difference is often large enough to change which notes you actually smell.
What is actually happening
Fragrance is a mixture of molecules that lift off the skin at different rates. Anything that changes those rates changes the fragrance.
Skin oil. Fragrance oils bind to the lipids in your skin. Oilier skin holds them longer and releases them more slowly, so the fragrance lasts and develops more fully. Drier skin gives them less to hold on to, so everything lifts off faster.
Body temperature. Warmth accelerates evaporation. Someone who runs warm burns through the top and heart notes faster and reaches the base sooner, so the same fragrance reads as heavier on them.
Skin pH. More acidic skin can shift how certain materials behave, particularly florals and some synthetics. This is the most commonly cited factor and probably the least significant of the four.
Everything else. Diet, medication, hormones, stress and how recently you showered all move things around. Spicy food and garlic genuinely alter skin chemistry for a day or so.
Why it is not really about pH
The phrase skin chemistry gets used as though it means acidity, and that is mostly wrong.
The dominant factors are oil and temperature. A fragrance on dry, cool skin and the same fragrance on oily, warm skin can be genuinely difficult to identify as the same product. Everything else is secondary.
Which is useful, because oil and hydration are the two things you can actually change.

Which notes shift most
Citrus and light florals vary the most in longevity. On dry skin they can vanish in under an hour. On oily skin they can last two or three.
Musks vary the most in perception. Some people genuinely cannot smell certain musk molecules at all. This is a real genetic variation rather than adaptation, and it means one person can be wearing something quite noticeable while smelling almost nothing themselves.
Sweet and gourmand notes can amplify on warm skin to the point of feeling cloying, while reading as balanced on someone cooler.
Heavy base notes like amber, oud, sandalwood and leather vary the least. They are stable, they evaporate slowly, and they behave fairly consistently across people. This is one reason a fragrance built on a strong base is a safer buy without testing.
What you can do about it
Moisturise first. Unscented, on the areas you spray. This is the single most effective change, particularly if your skin is dry.
Apply after a shower. Warm, clean, slightly damp skin holds fragrance better than cool dry skin at the end of the day.
Test on your own skin, never on paper or someone else. A recommendation from a friend tells you the fragrance is good, not that it will be good on you.
Give it six hours. The difference between people is largest in the opening and smallest in the dry-down, so judging early exaggerates the effect.
The part nobody likes hearing
Some fragrances will not work on you, and there is nothing to fix.
If a scent consistently turns sour or sharp on your skin after twenty minutes, that is a genuine incompatibility. Moisturising helps with longevity but will not change the character. Buying a larger bottle and hoping does not work either.
This is the real argument for testing on skin over a full day before committing. A fragrance that is wrong on you is wrong regardless of how good it is.
